Terry Deno opened the meeting at 7:00 p.m. There were 33 attendees.

Developer Harley Douglas has appealed the City Council decision to reject the apartment complex. Rick Eichstaedt will represent us during the legal process.

Mel Neil reported the balance in the account at the beginning of the year 2016 was $3,494.38. The current balance is $5,864.67.
$2,768 was spent to fight the apartment complex. $1,846 was paid to Mike Britton for his work reviewing the traffic study.
$250 was paid to the Center for Justice for their help in filing for Non Profit status for our NITNC. This will protect the officers from lawsuits.

Andrew Chanse spoke about the Library Levy Renewal coming up on the April ballot. They are requesting a straight renewal of the first levy passed in 2013. They are asking for a 7 year term instead of another 4 year term. The funds are used strictly for operations. They will allow them to continue with increased services, extended hours, and upgrading services.

Candace Mumm spoke about the snow removal challenges. The plowing schedule can be viewed at spokanecity.org. Feedback can be directed to Operations if anyone has comments or concerns.

She thanked the NITNC council members who spent so much time working to prevent the Morningside Development zone change.
It is being appealed to the Eastern Washington Growth Management Board. Our City Attorney will handle the case. It will be a long process.

The City is hiring 4 new Neighborhood Resource Officers and 40 new Firefighters.

The City will hold a Public Open House on Jan. 26 to take input from citizens regarding the North Monroe Street Project.

Candace turned in a request for an evaluation of park land in the Indian Trail area.

Work on Barnes Road is scheduled to begin this Spring!
