|NITNC Meeting Minutes 9-12-2017
Terry Deno opened the meeting at 7:00 p.m. 43 attendees
Doug Strohsal reported that crime in our neighborhood has been fairly quiet. A second drug house on Indian Trail has been closed down and boarded up.
Terry: Barnes Road is estimated to be completed by the end of Sept. Strong Road will end up at the water tower.
The two projects our neighborhood applied for grant money assistance were rejected.
1. Sidewalks to be installed on Indian Trail from Bedford out to the bus turn around. It would be too involved and expensive.
2. A speed radar sign to be placed on Shawnee close to Indian Trail to increase safety for students walking to and from Woodridge School. They are intended to be used on arterials.
Morningside Update: The case is in the Appellate Court now. All of the attorneys agreed to leave the decision up to the court with no arguments. We may know the results in a couple of weeks.
Spokane Park and Recreation is offering free trees to Spokane residents. They have 1,000 trees of different varieties. One tree per household. They can be ordered on line@ www.arborday.org/spokane.
Mel Neil : Garage Sale update. 75 homes participated. Income from yard sale was $942.00. We used $265.70 in grant money from the city to pay for advertisement and printing expenses for the yard sale.
Jeanine Mckinney gave the Treasurer report. Balance in the account is $6708.67. We pay Prince of Peace Church $450 per year for use of the church for our monthly meetings.
Mark Davies: Community Assembly Report
The City Council voted 7/0 in favor to implement a City Council screening process to review proposed Comprehensive Plan Changes before they go to the Planning Commission. This will eliminate a lot of time and expense in the future when changes to a neighborhood plan are being requested.
The Office of Neighborhood Services department reported that abandoned vehicles can be reported on line to Code Enforcement or dial "311". Luis Garcia gave his number to call him for information and report abandoned cars. (509) 625-6850.
Spokane Fire Dept. reminded everyone that smoke detectors need to be replaced after 10 years.
Janet Robel, the music director for Prince of Peace Church, spoke about the Summer Concerts offered in the grassy area next to the church. There has been some interest in wanting to increase the number of concerts for next Summer. The concerts are free and open to everyone to enjoy. The NITNC has offered to take up a collection at the meetings to help fund an additional concert next summer. This would be a second collection box passed around at our meetings.
Candace Mumm reported that the County Commissioners have decided on a replacement for Shelly O Quinn
so the Governor will appoint her replacement. It will be a temporary appointment. There will be a vote next year.
The city would like to partner with the county to improve dispatch services for 911.
Sidewalks are being poured on Barnes Road. Candace may have a Drone Video available at our next meeting. It has been suggested that the speed on Barns Rd. be set at 25mph.
The city will be implementing their new snow approach this winter. New equipment, new lift gates, and some narrower plows for narrower streets. Priority will be schools, bus stops, and medical facilities.
City Council has asked for 10 new police officers.

Matthew Howes is running for City Council district 3. He spoke on issues important to him.
Candace Mumm is running for re-election for district 3. She spoke on some of her accomplishments and issues important to her.
Mike Cathcart discussed Proposition 2 that will be on the ballot in Nov. He encouraged everyone to vote NO.
