North Indian Trail Neighborhood Council Meeting January 8, 2008

John Dietzman welcomed 38 people to our January NITNC meeting.

John Dietzman: Two Legislative activities were successful in preventing the spread of the apartment property tax exemption to two undeveloped properties in our neighborhood. They curbed an Ordinance that City Council passed on Oct 29th which expanded target areas eligible for Multi Family Tax Exemption (MFTE) throughout most of the City. Our delegation also successfully made the case for greater need of offices and small businesses to provide jobs and services to our neighborhood to reduce rush hour traffic on Indian Trail. More apartments would just aggravate our traffic problems. This new ordinance went into effect on 12/07-07.

Also completed was a project to end anomalies in zoning and land use designations in our Neighborhood Center. Our Center Plan was approved by the City council and became effective on 12/3.07.

GUESTS: Nancy McLaughlin and Steve Corker of the Spokane City Council. They expressed “good synergy” on the Council and positive synergy from it’s new members. Discussion regarding the development of Joe Albi Stadium property with ideas under consideration by a variety of citizen groups and developers was held. The 5-Mile, Balboa and NITNC area councils are willing to join forces for fair and more affective representation on projects affecting their residents. See attached doc for more information regarding these subjects.

Jim Bakke: Discussed information in Impact Fees and public input. Once the Planning Commission has it’s meeting; then the City Council can make it’s ruling regarding fees. Mr. Rush and Corker mentioned the NITNC meetings and the Neighborhood assessments before the Council. Another $50,000 was added to the Neighborhood Council funding.

REPORTS: were presented by Walt Jones on Neighbors On Patrol; Chuck Moser presented information for the Neighborhood Clean-Up and Dump Pass Committee and Dwayne Jantz presented a Treasurer’s Report.

Craig Culbertson: Asked for nominees for a website planning coordinator for NITNC. Forward those ideas to Craig for consideration by our NITNC.

Next NITNC Meeting will be on Feb 12, 2008.
